About Cobra Insurance.?

I was working for a company for about 6 months, I then quit because I had to move to a different state. I had Cigna Insurance through my work. My co-workers told me that within a month I would get something in the mail about Cobra Insurance, and how to sign up if i wished. I never got anything in the mail. Were they wrong? How do I sign up for this if I wanted to?
