I can only download one Welcome Back PS3 Game and can't get the free PSN plus membership?

I know this is a fairly common problem but all the solutions I've seen don't work for me. I downloaded the Ratchet and Clank game when Welcome back came online and wanted to download Infamous but when i went back in the Welcome back page said no content and there was never any psn plus membership thing for me. When I click on a PS+ game (like Burnous paradise) it says "This content cannot be accessed on your account" and I can't get it any way I've tried. I've gone into account management and the services list thing and it says that I have no free games remaining even though I absolutely only downloaded one. What do I do to get PS+ and the one free game I didn't get?
